Phyllis and Bruce were married in 1979 and she has been by his side through all political and business endeavors. She is licensed to sell health and life insurance and has held that license since 1983. Phyllis serves as the managing partner at Hawkins Insurance Agency (HIA) in Morrilton where she oversees the day to day operations as well as maintaining the relationships will all carriers, group and individual clients that HIA represents.

Phyllis’ role at DBH is that of Chief Compliance Officer. In this role her responsibilities include, but are not limited to that all lobbyist registration and reporting requirements are met and that all Arkansas ethics rules and regulations all followed. Phyllis’ responsibilities also include management of the DBH PACs and the receipt and distribution of funds to and from those PACs.
